White Flare released on July 18, 2025 alongside Black Bolt as the fifth and last special expansion of the Scarlet & Violet Series, and the two are a split set: between them they carry every one of the 156 Pokémon first discovered in the Unova region, White Flare built around Reshiram ex and Black Bolt around Zekrom ex. The Pokémon Company's announcement describes each half as more than 170 cards with six Pokémon ex, eight ultra rare Pokémon and Supporter cards, an illustration rare or special illustration rare for each Unova Pokémon, and a new top rarity, the Black White Rare, with the art redrawn in black or white. It also announced three parallel foil runs: the usual reverse holo plus two with a Poké Ball or Master Ball pattern shimmering across the card. There is no 36-pack booster box; packs come in the Elite Trainer Box, the Booster Bundle, the Binder Collection and the Unova tins and collections shared with Black Bolt. The Black Bolt card list covers the other half.

This page is the reference list: every White Flare card in set order, with the rarity names printed on the cards and used by most price trackers, the illustrator credit, and the card text. The other Scarlet & Violet era lists so far: Scarlet & Violet, Paldea Evolved, Obsidian Flames, Paldean Fates, Temporal Forces, Twilight Masquerade, Shrouded Fable, Journey Together, Destined Rivals, Black Bolt. For pull-rate math and buying advice on a hard set, our Pitch Black pull rates article covers that; the 30th Celebration guide is the friendly end of the scale.

What is in White Flare?

White Flare has 173 cards. Numbers 001 to 086 are the main set (every card is printed as its number over 086), and 087 to 173 are the 87 secret rares, whose number is higher than the set size. Rarity names below are the ones printed on the cards. Every tier in the set, with the card numbers it occupies:

Rarity Cards Numbers What it is
Common 38 001/086 to 079/086 The bulk of the set. Non-holo.
Uncommon 32 003/086 to 086/086 Non-holo; most Trainer cards sit here.
Rare 10 010/086 to 078/086 Holo rares: the regular print of the set's stronger non-ex Pokémon.
Double Rare 6 005/086 to 077/086 Every Pokémon ex in its regular art, Tera Pokémon ex included.
Ultra Rare 8 157/086 to 164/086 Full-art Pokémon ex and Supporters.
Illustration Rare 70 087/086 to 156/086 Scene-style alternate art of a non-ex Pokémon, each by a named illustrator.
Special Illustration Rare 7 165/086 to 171/086 The premium alternate-art Pokémon ex and Supporters.
Black White Rare 2 172/086 to 173/086 Black Bolt and White Flare only: the art redrawn in black or white, the top of those two sets.

The Pokémon TCG site has no expansion page for the split set, so this list follows The Pokémon Company's announcement (Market Insights tracks every product, see the end of this page):

  • Elite Trainer Box: 9 packs and an illustration rare style Tornadus promo
  • Pokémon Center Elite Trainer Box: 11 packs and two promos, one with the Pokémon Center logo
  • Booster Bundle: 6 packs (from August 22, 2025)
  • Binder Collection: 5 packs and a nine-pocket Reshiram album
  • Tech Sticker Collection: 3 packs, an illustration rare style promo and a sticker sheet (from August 1, 2025)
  • Shared with Black Bolt: the Unova Poster Collection (2 packs of each set, three promos and a two-sided poster), the Unova Mini Tins (1 pack of each set) and the Unova Victini Illustration Collection (2 packs of each set and three Victini promos)

The Pokémon ex in White Flare

Six Pokémon ex in the regular Double Rare print:

  • Reshiram ex and Keldeo ex
  • Whimsicott ex, Jellicent ex, Hydreigon ex and Bouffalant ex
  • all six have a full-art Ultra Rare print and a Special Illustration Rare, and Reshiram ex also has the Black White Rare

White Flare pull rates

Figures come from a marketplace sample of more than 700 packs and an independent 1,000-pack collector tally, as carried by three trackers (named in our notes), which agree within a pack or two on every tier they measured. They are community-tracked, rounded, and not official Pokémon numbers; a single box can land anywhere around them.

Rarity Odds per pack Notes
Poké Ball pattern foil about 1 in 3 packs A parallel foil of a regular card, not a separate card in the list above.
Double Rare about 1 in 5 packs Six in the set.
Illustration Rare about 1 in 6 packs Twice as common as in a main set; most of the set's cards are illustration rares.
Ultra Rare about 1 in 17 packs For any of the eight.
Master Ball pattern foil about 1 in 16 to 19 packs The rarer of the two pattern foils; the trackers put it between 1 in 15 and 1 in 19.
Special Illustration Rare about 1 in 77 to 80 packs For any of the seven.

The two Black White Rares are rarer than any tracked sample can measure: the 700-pack marketplace sample and the 1,000-pack collector tally both opened zero, so we leave that figure out rather than guess.

The practical reading: the odds above are for any card of that tier. The odds of the one card you are chasing are those odds divided by the number of cards in the tier, which is why a specific Special Illustration Rare is usually cheaper to buy as a single than to open for.

White Flare is a special set, so the main-set ladder does not apply: no booster box, an illustration rare in every sixth pack because most of the set is illustration rares, two parallel foil patterns on top of the usual reverse holo, and a top rarity no tracked sample has pulled. A Special Illustration Rare at about 1 in 80 is in line with the 2025 main sets (about 1 in 86 in Journey Together, about 1 in 94 in Destined Rivals). The Mega Evolution Series is harder still; our Pitch Black article walks through that math.

The chase cards in White Flare

Victini (172/086), the Black White Rare, led the Market Insights value ranking when this page was built, with the Reshiram ex Black White Rare (173/086) second and the Reshiram ex Special Illustration Rare (166/086) third. Then the illustration rares take over: Oshawott (105/086) and Zoroark (143/086) ranked fourth and fifth, ahead of the Hydreigon ex (169/086) and Keldeo ex (167/086) SIRs, with Chandelure (103/086), Samurott (107/086) and the Hilda SIR (171/086) rounding out the top ten. Liepard (137/086) and Zorua (142/086) sit just outside it.

The eight Ultra Rares (full-art prints of all six Pokémon ex plus the Supporters Harlequin and Hilda) are in the full list above: pick the Ultra Rare pill to see them together. The Poké Ball and Master Ball pattern foils are parallel prints of the regular cards and share their numbers, so they are not separate entries.

Tracking White Flare prices

We do not print prices in our guides because they go stale fast. TCGGuy Market Insights tracks every White Flare sealed product nightly, with a set index, seven-day movers and each product's history, and the singles page ranks every card in the set by market value.

Bottom line: White Flare is half of a set built for collectors: 70 illustration rares, a six-card Pokémon ex lineup you can actually finish, and a top rarity rare enough that the two Black White Rares are singles to buy, not cards to open for. With no booster box, the Elite Trainer Box and Booster Bundle are the pack sources; open for the illustration rares and the pattern foils, and pair it with Black Bolt for the full Unova dex.
